The starting salary range for this position is $139,120 - $173,900 (based on qualifications).  With tenure and strong performance in this role an employee may earn up to a maximum of $208,680, annualized.

Introductory Period: New employees holding regular positions must complete an introductory period of twelve months.

Overview
Lead a team of Compliance Analysts, the Reliability Compliance team, District Standard Owners, and subject matter experts in the design, implementation, and administration of compliance program policies and practices to ensure District wide compliance with North American Electric Reliability Corporation (NERC) and the Western Electricity Coordinating Council (WECC) reliability standards as they relate to the District's Bulk Electric System. Develops, communicates, and implements policies, processes, procedures and internal controls. Oversees data collection and retention. Performs internal reviews and investigations. Participates in regional or national forums and promotes the District's position within the power industry and regulatory agencies.

Responsibilities

• Responsible for building effective teams and supervising an effective workgroup. Provide clear work direction and priorities. Develop department short and long range work plans and contribute to business unit plans. Monitor progress on those plans. Hire, train, mentor, discipline, and evaluate employees.
• Oversee the monitoring and documentation of compliance activities. Ensure up-to-date evidence of compliance is being maintained. Manage special projects and outside consultants as needed.
• Interpret compliance standards. Collaborate with subject matter experts. Provide technical expertise and leadership to staff. Identify and resolve complex issues. Implement standard practices and procedures. Approve, propose and implement policy and process changes.
• Identify risks and problem areas and report findings to management and the Chief Compliance Officer. Conduct investigations into potential violations. Direct, implement and lead District external compliance audits.
• Prepare documents, reports and responses to compliance inquiries. Responsible for overseeing or preparing timely submittals, forms and reports required by regulatory agencies.
• Track federal laws and regulations that could affect electric reliability standards and inform management of potential or actual changes affecting the utility. Participate in regional and/or national forums related to compliance and reliability of the bulk electric system. Participate in working groups, subcommittee and tasks forces as needed. Establish and maintain relationships with regional power industry professionals and reliability compliances agencies.
• Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

• This position manages/supervises people. Direct Resources Managed: 2-9. Indirect Resources Managed: None.

Qualifications

Education

• Bachelor's Degree (B. S., B. A.) in a business, engineering, or public administration required.

Experience

• 4+ years of progressively responsible experience in electric utility system operations, engineering, planning, or reliability compliance is required.
• 2+ years of experience in a supervisory role directing the work of others is required.

• Adept at communicating effectively and persuasively in both oral and written communications.
• Possess superior project planning and organizational skills.

• Ability to manage multiple projects simultaneously and meet strict deadlines.
• Ability to use analytical skills to evaluate complex issues quickly and effectively.
• Excellent interpersonal skills to develop and foster relationships with employees, utilities and regulators.
• Ability to work with minimal supervision.
• Readily adapts to change.
• To perform this job successfully, an individual is required to have knowledge of PeopleSoft Timekeeping/HR; Microsoft Outlook; Microsoft Excel; Microsoft Word; Microsoft PowerPoint; and Maximo CMMS.
• Must be proficient in reading, writing and speaking English.
