The California Public Utilities Commission is one the State’s lead agencies working to reduce carbon emissions and encourage sustainability in California. The Electric Rates Branch provides advisory support for matters relating to policy development related to electric rate design in investor-owned-utility territories, including advanced dynamic rate design, time-of-use rates, and low-income rate programs including CARE (California Alternate Rates for Energy) and FERA (Family Electric Rate Assistance). The Branch also oversees implementation of income-graduated fixed charges and rate issues related to industrial process heat recovery. A Supervisor for the Electric Rates Branch oversees staff who 1) provide advisory support to Commission decision-makers on electric rates and proceedings that examine rate design, and require rate analysis; 2) review and recommend action on advice letter requests from the utility in compliance with prior Commission orders; 3) work with other sections and branches on issues relating to rate design and analysis. Job duties include supervision (hiring, assigning work, evaluating employee work products, employee evaluations, and training), organization (planning the work of the section, work prioritization, ensuring sufficient resources are available to achieve the section’s goals), policy development (utilizing staff to develop facts and analysis to justify short and long term policy changes), and communication (preparing and/or editing reports, briefing Administrative Law Judges, Commissioners, and division management, and making presentations internally and before other agencies).
