Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The hourly range the University reasonably expects to pay for this position is $28.79/hr - $34.80/hr.

About the Job

Under the general direction of the Academic Personnel Director in the Dean's Office for the School of Engineering (SOE), the Analyst will provide critical analytical and administrative support for multiple departments and units within SOE. The Analyst will independently apply professional UC Academic/Staff HR concepts, organizational practices, and system-wide policies and procedures to provide guidance to faculty, supervisors, and managers in resolving a variety of academic/staff human resources issues of moderate to complex scope for the School of Engineering. The incumbent will provide administrative analysis for all non-senate academic personnel, including conducting the academic review cycle, preparing and processing advancement files, and ensuring policy/procedure compliance. Independently responsible for the management of department academic affairs, including appointments, subsequent reviews, and personnel actions, leaves, visas, permanent residency, salary administration, benefits, separations, grievances, layoffs, recruitment, and Summer Session appointments for all academic titles: ladder-rank and emeriti faculty, adjuncts, lecturers, and visiting appointees. The analyst will maintain a comprehensive understanding of systemwide and local academic personnel policies and procedures. The analyst will maintain strict confidentiality and provide the highest level of customer service to the SOE community in a courteous and professional manner. As a seasoned, experienced professional with a comprehensive understanding of UC, campus, and unit academic practices, policies, and procedures, resolves moderate to complex academic HR-related issues affecting a broad range of academic and staff titles in imaginative and practical ways.

KEY RESPONSIBILITIES

Under general supervision, provides guidance and support for Senate and non-Senate academic review and appointment processes by assembling, reviewing, and processing case materials in accordance with University policies and procedures. Coordinates with faculty committees and committee chairs to facilitate timely and accurate case review. Enters, updates, and retrieves data within various Human Resources Information Systems, ensuring data integrity and compliance with established guidelines. Maintains and monitors reports and tracking systems to support case progress, ensure adherence to deadlines, and provide status updates as needed.
Primary responsibility for temporary academic appointments by coordinating and processing hiring and separation actions for a range of academic titles, including Unit 18 Faculty, Academic Student Employees, Visiting Scholars, Postdoctoral Scholars, and other academic appointees. Ensures all appointment activities are completed in accordance with University policies, procedures, and applicable collective bargaining agreements, while maintaining accuracy, timeliness, and compliance throughout the appointment lifecycle.
Under general supervision from the School of Engineering Director of Personnel and guidance from senior personnel analysts, counsel's faculty and other academic and staff personnel concerning work -related problems, work-eligibility (visa matters) such as J-1 processing and benefits considerations. Processes materials for visa and Permanent Residency applications. Coordinates submission of documentation from the school to the Office of International Affairs, ensuring accuracy, completeness, and compliance with University policies as well as federal immigration regulations.
Under general supervision, provides guidance and interpretation on established compensation programs, and academic and staff personnel policies and procedures. Delivers responsive and professional customer service to internal and external stakeholders. Functions as a member of the school's core administrative support team and provides back-up support to other personnel staff to ensure continuity of operations.
Provides staff support to search committees by coordinating job postings and recruitment activities, and by advising on hiring policies and procedures. Ensure recruitment processes are conducted in accordance with University guidelines, promoting consistency, compliance, and effective hiring practices.
Under general supervision, provides advice and guidance on academic & staff personnel policies and procedures, including the annual coordination of the APM 25, Conflict of Commitment & Outside Activities of Faculty, Leaves and Accommodations, Saba performance management process, and records management.
Records retention schedule review, miscellaneous personnel-related functions, and other duties as assigned.

Qualifications

Bachelor's degree from an accredited university in Business Administration, Management, HR, or a related field.
Advanced degree MBA from an accredited university, or a degree in a related area. (Preferred)

AND

One year of directly related, progressively responsible experience in academic HR, or a related HR area, or an equivalent combination of education, training, and experience. A master's degree is preferred; however, it may not substitute for the required year of experience.

CRITICAL KNOWLEDGE and SKILLS

Basic knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic and non-academic HR.
Knowledge of systemwide and organization, college and departmental formal and informal policies and procedures and understanding of variances to stated policies.
Knowledge of human resources management systems and other related business software programs and systems.
Knowledge of unit academic culture and educational goals of discipline(s) served.
Analytical skills to conduct analysis and develop recommendations to Chairs / unit management. Demonstrated organization, problem solving, and communication skills.
Ability to set priorities and deadlines to ensure that multiple projects are completed in a timely manner.
Ability to communicate effectively with diverse audiences.
Ability to maintain confidentiality at all times.
Knowledge of the University of California Academic Personnel Manual. (Preferred)
SHRM-CP, SHRM-SCP, or other HR certification or training. (Preferred)
