| Job Description The University of Alabama at Birmingham (UAB) seeks a FINANCIAL OFFICER II for the School of Engineering Dean's Office. This position manages and has significant authority for financial operations of larger, more complex units. Typical duties may include but are not limited to the following: develops and administers budgets and financial systems, projects revenue, space and facility planning, grants management, regulatory compliance. Monitors adherence to and follows established guidelines, policies and procedures for assigned unit. Ensures all financial operations are in compliance with generally accepted accounting principles. Establishes and maintains accurate financial management databases. Makes decisions regarding the reporting and use of financial resources. Provides financial guidance to assigned staff and appropriate University personnel and coordinates integration with the university accounting system. May oversee billing and collections operations, including third party reimbursement and direct patient billing for some units. May manage revenue producing activity. May manage the entire or parts of the accounting function for assigned unit. Typically supervises office support and/or professional staff which could include hiring, training, performance evaluation, discipline and, if necessary, discharge. Handles other duties as assigned. Key Duties and Responsibilities: Responsible for providing fiscal and budgetary services to an assigned unit. Establishes and maintains financial management databases and systems which conform to standard accounting practices. Manages assigned departmental accounts: Uses knowledge of the fundamental concepts, practices and procedures specific to accounting, financial analysis and budgetary processes. Assures proper accounting for state, grant, and contract and/or revenue producing accounts. Reconciles assigned accounts on a monthly basis to include analyzing account activity and proactively resolving issues. Prepares salary reclassifications, journal entries, and deposits of receipts in a timely and accurate manner. Provides ongoing financial analysis of expenditures and makes recommendations for maintaining fiscal stability. Makes decisions regarding the use of financial resources. Stays abreast of policies, including major equipment purchases and bid laws, and provides financial guidance to staff and appropriate University personnel. Coordinates integration with University Accounting system. Ongoing activities include processing and/or review and approval of disbursement and internal requisitions, payment requests, and P-card transactions. Interacts with vendors and complies with UAB bid policy and procedures. Post-award grants management: pay and post invoices, prepare reports; re-budget and process funding source changes. Ensures proper accounting of grant accounts. Collaborates with PIs and UAB's Office of Sponsored Programs to submit amendments, modifications and extensions for grants and contracts. Serve as DEO for assigned unit in the effort certification process. May prepare and/or supervise the processing of departmental personnel actions. Assist HR staff with the review of personnel actions to ensure they are completed in a timely and accurate manner. Acts as liaison with appropriate University financial staff. Performs other duties as assigned. (Annual Salary: $55,180 - $89,670) Bachelor's degree in Accounting, Business or a related field and five (5) years of related experience required. Work experience may NOT substitute for education requirement.
