| General Purpose of Job This position is responsible for providing financial expertise and advice to senior executives to help align organizational performance with current and future financial needs. This position directs the finance and general accounting operations of the Cooperative and provides an accurate accounting for all financial transactions and establishes internal controls. Oversees the monthly closeout activities, preparation of journal entries for the general ledger, preparation of property tax filings, quarterly reports and preparation of monthly and annual financial statements. Oversees the Plant Accounting team and all capital transactions, including General Plant and Leases. Reviews transactions processed through the accounts payable system; authorizes and signs cash disbursements, credit balance, and capital credit checks. Oversees the budget preparation and distribution of e-mails notifying the departments their reports are available in the budgeting software for actual versus budget comparison. Oversees, leads, and manages all FEMA and FDEM grant projects. Education - Minimum: Four (4) year bachelor's degree in accounting, finance, economics or business administration with an emphasis in accounting.
- Preferred: Master’s degree and / or CPA or CMA in accounting, finance, economics or business administration with an emphasis in accounting.
Experience - Minimum: Ten (10) years of in a progressively responsible financial and accounting position with a minimum of five years managing the work of others.
- Preferred: Experience or similar work with an electric utility or related industry.
Other Requirements - Ability to operate a variety of office equipment, including a personal computer, printers, copy machines or telephone.
- Ability to work irregular hours for assignment completion and flexibility to change scheduling and report to work on short notice during emergency situations.
- Normal work hours will be eight (8) hours Monday through Friday, between 8:00 am to 5:00 pm.

Financial Management & Analysis - Coordinate the annual budget preparation process; monitor results, analyze variances, and advise senior management on financial status.
- Prepare and analyze monthly financial reports, year-end statements, and short- and long-term financial forecasts, including debt portfolio strategies and impact assessments.
- Evaluate and recommend investment and financing options for short- and long-term funds, ensuring appropriate financial analysis for business decisions.
- Conduct periodic cost-of-service studies for rate classes.
- Prepare or coordinate special financial projects related to cash flows, financing, acquisitions, and deregulation.
Accounting Systems, Controls & Compliance - Maintain an appropriate system of accounting control, software applications, plant accounting, all capital transactions, accounts payable, and accounts receivable to ensure compliance with RUS, federal, state, and Board-approved guidelines and policies.
- Ensure adequate financial and accounting systems are maintained to support business decisions and regulatory reporting requirements.
- Monitor financial transaction systems to ensure correct recording, including cash disbursements and accounts payable.
- Maintain a systematic filing and retention system for all cooperative records.
- Coordinate the year-end financial audit.Stay current on trends, regulations, technology, and industry requirements affecting the accounting unit and the cooperative.
Regulatory & Tax Compliance - Exercise responsibility for IRS regulatory issues, ensuring Cooperative adherence to all IRS requirements.
- Prepare and file local, state, and federal tax returns, including sales and use tax, gross receipts tax, and public service commission assessment fees.
- Coordinate the preparation of loan applications and contracts.
- Oversees, leads, and manages all FEMA and FDEM grant projects and ensures compliance.
Vendor & Payables Management - Ensure appropriate procedures are in place to verify invoice validity, authorization, and timely payment within vendor terms.
- Develop and maintain strong working relationships with financial service providers.
Receivables & Non-Electric Billing Oversight - Monitor accounts receivable for all non-electric related invoices.
