 Division of Accounting and Finance: 
 The Division of Accounting and Finance is instrumental in determining the rates charged by Florida&#8217;s investor-owned electric, natural gas, and water and wastewater utility companies. Processing utility company rate changes includes analyzing filings and expert testimony, presenting staff expert-witness testimony, developing interrogatories and cross-examination questions, holding customer meetings, and presenting recommendations to the Commission including recommendations regarding the profit that utility companies should be allowed to earn. 
 Description of Job Duties: 
 Assists the Bureau Chief of Surveillance and Rate Filings in the operation of the bureau, processing of Rate Case filings and in the adherence to the internal operating guidelines. In addition, primarily aids the Bureau Chief by assisting in coordinating the workload of the Rate Filing and Surveillance Bureau. This position will file legal documents, assist employees with agency protocols, edit documents for grammar and spelling, create Word documents, Excel spreadsheets and PowerPoint presentations. 
 Minimum Qualifications: &#xa0; 
 A high school diploma and two years of secretarial or clerical work experience. 
 College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours for each year of the required work experience. 
 Special consideration will be given if applicant demonstrates accurate grammar and punctuation in application.

 The Office of Consumer Assistance receives, processes, and resolves consumer complaints and informal disputes between customers and utilities. In addition to helping resolve complaints, the Office of Consumer Assistance provides consumer information about the application of utility rates and services, statutes and rules governing utility companies, and the status of pending cases before the Commission. The office also monitors consumer complaints to identify emerging trends in customer comments to address utility billing, outage or other consumer concerns. 
 Description of Job Duties: 
 This position assists customers by receiving and processing complaints against regulated utility companies involving quality of service, new or additional services, and the application of rates and charges. Customers also rely on this position to receive opinions and inquiries and provide explanations and information about the Commission and its activities. 
 Minimum Qualifications: &#xa0; 
 Four years of professional or nonprofessional experience in administrative work, professional regulation, consumer complaint program work, interviewing, business administration, customer or public relations, investigations, insurance, utility engineering, or utility rate analysis.

 Division of Economics: 
 The Division of Economics provides recommendations on the design and application of utility rates and tariffs for the electric, natural gas, and water and wastewater utilities under the Commission&#8217;s jurisdiction. The Division also reviews depreciation rates and practices, as well as utility forecasts in rate and other Commission proceedings. For the electric and natural gas industries, the Division also evaluates: (1) utility conservation program costs and achievements in meeting conservation goals, and (2) territorial agreements and disputes. In addition, the Division provides an analysis of the costs and benefits of proposed Commission rules for all regulated industries. 
 Description of Job Duties: 
 This is an entry level technical position responsible for the application of economics and statistics to utility related issues, with a particular focus on econometrics. The employee in this position will also analyze various utility depreciation filings, prepare reports and recommendations in a timely manner, and make presentations to the Commission at Agenda Conferences. This position is responsible for assigned issues including but not limited to deprecation, dismantlement and decommissioning, project feasibility, load forecasting, long term price forecasts and various financial and operational issues. This position may work individually or as part of a team. This position requires close interaction with other technical and legal staff, as well as the ability to communicate effectively, both verbally and in writing. 
 Minimum Qualifications:  &#xa0; 
 Four years of relevant work experience in the area of business administration, economics, accounting, finance, mathematics, statistics or public administration is required. An associate degree and two years of relevant work experience OR a bachelor&#8217;s degree from an accredited college or university may be used as an alternative for the years of required experience.

 Office of General Counsel: 
 The Office of General Counsel provides legal counsel to the Commission on all matters under the Commission&#8217;s jurisdiction. This office also supervises the procedural and legal aspects of all cases before the Commission. In addition, this office assists in responding to inquiries from the Legislature. 
 The office is responsible for defending Commission orders on appeal, for defending Commission rules challenged before the Division of Administrative Hearings, and for representing the Commission before state and federal courts. To assist FPSC offices and divisions, this office offers support in making filings with, or presentations to, other federal, state, or local agencies. The office advises in the promulgation of rules and attends or conducts rulemaking hearings at the Commission&#8217;s direction. It also reviews procurement contracts; counsels the Commission on personnel, contractual, public records, and other administrative legal matters. 
 In cases involving evidentiary hearings before the Commission or an Administrative Law Judge, the office is responsible for conducting discovery, presenting staff positions and testimony, and cross-examining other parties&#8217; witnesses. In conjunction with the appropriate technical staff, this office prepares recommendations to the Commission and prepares written Commission orders. 
 Description of Job Duties: 
 This Senior Attorney position will work in the Appeals, Rules and Ethics Section of the Office of the General Counsel. The focus of the position is estimated at 60% administrative rulemaking and 40% appellate work. Between 3 to 8 years of combined experience in these areas is ideal. Commission appeals are generally before the First District Court of Appeal or the Florida Supreme Court. Hiring salary is flexible and competitive with other state agencies, commensurate with level of experience.&#xa0; In particular, the ideal candidate will have:&#xa0;&#xa0;&#xa0; &#xa0; &#xa0; &#xa0; 
 
 A career focus on administrative law. 
 Significant experience with Chapter 120, Florida Statutes, particularly agency rulemaking. 
 Appellate law experience in the public or private sector or judicial clerkship experience with significant exposure to administrative appeals.&#xa0; 
 Excellent research, writing, and analytical skills. 
 Appellate brief writing experience or exposure to appellate briefs (i.e., if clerking for a judge). 
 Oral argument experience or exposure to oral argument (i.e., if clerking for a judge). 
 
 Minimum Qualifications:  &#xa0; 
 Admission to The Florida Bar and two years of professional experience in the practice of law, legal research, teaching law or in administrative or judicial meetings.&#xa0;
