 Key Responsibilities

 Assists with the preparation of detailed designs in the areas of Transmission and Substation Engineering, Operations, Construction, System Protection and Control, and Telecommunications according to all applicable specifications and standards; assists with the development of detailed design drawings of substation structures and assemblies, engineering and operations one-line diagrams, foundation plans, site plans, transmission structures and assemblies, revenue metering schemes, system protection relaying and control schemes, AC and DC load centers, and/or conduit and cable sizing; assists with monitoring and troubleshooting communications networks and computer systems, billing support, tower/building/rack topology drawings; assists with the development of design templates to be utilized in each application. 
 Assists with the preparation of hardware and software configurations for electric utility processes and systems such as SCADA, and/or other engineering software; assists with the development of RTU (Remote Terminal Unit) configurations, HMI (Human Machine Interface) configurations, NMS (Network Management System) configuration and design, design templates for structure and assembly configurations and application of engineering software to support Transmission, Distribution and/or Industry Compliance.

 Key Roles 
 This position supervises the Substation Design Team and performs a variety of activities specific to the assessment, design, and construction of new and upgraded EKPC substation facilities.  Coordinate with Transmission Providers to ensure that existing and future transmission facilities will provide reliable and economic service to Member EMCs&#8217; delivery points. Assist Member EMC staff with any issues that arise and help resolve obstacles to proposed projects. 
 Develop data and assumptions necessary to determine the cost and physical characteristics of new transmission facilities. 
 Monitor the regulatory requirements for establishing new transmission facilities. Assist in collection of data, analysis, and testimony in support of regulatory proceedings. 
 Monitor developments and trends in transmission planning and other factors (including Inverter Based Resources such as Solar (PV) and Battery Energy Storage (BESS)) as related to NCEC&#39;s ability to deliver power to its Member EMCs. 
 Understand the impact of the changes of the utility industry (such as carbon reduction and renewables integration) on NCEC and Member EMCs. Assist with collection of data, analysis, and testimony as needed supporting developments in such changes. 
 
 
 Regional Planning Processes
 
 Participate and monitor state and regional joint transmission planning study activities of SERC, CTPC, SERTP, and other planning groups. 
 
 
 Transmission Rate, Forecasts, and Budget Activities
 
 Coordinate with internal and external parties to analyze Transmission Providers annual formula rate and loss factor process. Develop budget and long-range financial forecasts of transmission rates. 
 
 
 Regulatory Activities
 
 Maintain FERC filed agreements between NCEC and Transmission Providers (e.g., Network Integrated Transmission Service Agreement, Meter Service Agreement, Network / Mutual Operating Agreements). 
 Provide technical expertise policy perspectives and oversight for NCUC and FERC proceedings, fillings, protests, and interventions. 
 Monitor the regulatory requirements for establishing new transmission facilities. 
 
 
 Compliance
 
 Participate in NERC Compliance activities as related to the Transmission Resources job functions including PRC, FAC, and MOD standards. Complete all required SME training and documentation responsibilities for any assigned standards. 
 
 
 Supporting Roles
 
 Collaborate within the Energy Delivery team, and among Power Supply in general to support member needs. 
 Provide technical support to other internal departments to review strategic review of transmission positions and facilitate or complete submission of transmission reservation requests. 
 Assist with the Transmission &#38; Distribution function of the NCEC storm center.

 We are seeking an experienced Protection &#38; Controls Engineer to join the Engineering team at our office in Gainesville, Virginia! 
 The selected candidate will be eligible to work a hybrid work schedule after successfully completing an on-site introductory period (typically 6 months).

 OVERVIEW OF ROLE: &#xa0; 
 Design the substation systems and relay settings used in the control and operation of utility transmission and distribution facilities.&#xa0; Analyze the performance of protective relay operations to ensure reliability and proper coordination of the overall electric system.&#xa0; Provide guidance, oversight and direction for technical services personnel for substation maintenance and installation activities.&#xa0;&#xa0; Create equipment specifications and standards for substation protection, automation, and communications equipment and oversee the operation of these systems. 
 Conducts engineering and operational studies and provides recommendations in order to provide safe, reliable, and economical substation plans and designs according to established cooperative guidelines. Independently evaluates, selects, and applies standard engineering techniques and procedures while using judgment when making adaptations and modifications. 
 &#xa0; 
 ESSENTIAL DUTIES AND RESPONSIBILITIES: &#xa0; 
 Engineer protection system settings and systems.&#xa0; Review and approve recommended settings from SE&#38;P engineers jointly with operations staff. 
 Create detailed control schematics, wiring diagrams, and protection logic drawings. 
 Investigate and analyze system disturbances and relay operations to determine root cause and recommend system improvements. 
 Develop, coordinate, update and maintain relay settings database, test standards, and maintenance procedures. 
 Ensure compliance with reliability policies and NERC and other industry standards and other programs such as special protection systems (SPS), and underfrequency load shedding (UFLS). 
 Direct maintenance personnel in the installation, verification, and upgrade of substation protection, communication, and control equipment. 
 Support system operations group during outages and emergencies with analysis of digital fault data and relay sequence of operations review. 
 Develop accurate and economical substation construction drawings using computer-aided design software. 
 Develop requirements for the protection of facilities by preparing specifications for protective equipment, coordination studies, and switching orders as required by systems additions. 
 Assist other members of the department in the analysis of the electrical and telecommunication systems using computerized engineering models and business databases to design improvements and additions to the electrical system based on cost- benefit ratio. 
 Review new and upgraded substation construction drawings to ensure accuracy and compliance with RUS specifications, National Electrical Safety Code Standards, local ordinances, NOVEC policies, NOVEC construction specifications, and S&#38;T Department guidelines. 
 Review construction projects to ensure compliance with RUS specifications, National Electrical Safety Code Standards, local ordinances, NOVEC policies, and S&#38;T Department guidelines. 
 Prepare and implement short and long-range work plans. 
 Determine material specifications and selections, and monitors construction and field engineering activities to ensure adherence to work plan schedules for system improvements. 
 Coordinate the design, construction, and testing activities for additions and improvements to the substation system. 
 Provide support to System Operations Department as outlined in the Cooperative&#39;s Service Restoration Plan. 
 Work continually towards self-development to stay cognizant of substation and telecommunications technology. 
 &#xa0; 
 EDUCATION AND EXPERIENCE: 
 The ideal candidate meets the below qualifications.&#xa0; Candidates with directly related experience who may not meet all of the criteria below are also welcome to apply. 
 The selected candidate will be placed into the appropriate level position (Engineer II, III, IV) based on education, experience, certifications, and licensure. 
 &#xa0; 
 Three (3) years of protection and controls (P&#38;C) engineering experience. 
 Bachelor&#39;s degree in Electrical Engineering or a related engineering field from an accredited institution is required. A Master&#39;s degree in Electrical Engineering is preferred. 
 NCEES EIT certification or Professional Engineer (PE) license is preferred. 
 Electric utility experience is preferred.&#xa0; Substation experience is a plus. 
 &#xa0; 
 KNOWLEDGE, SKILLS, AND ABILITIES: 
 System protection experience in transient analysis, planning, stability, load flow, grounding analysis, short circuit and sectionalizing studies. 
 Knowledge of serial and Ethernet communications to design interconnections to protective relays and other systems used in system protection. 
 Ability to perform forensic analysis of protection system operations and determine root cause of malfunctions. 
 Working knowledge of higher math, calculus, vector algebra, symmetrical components. 
 Demonstrated knowledge of advanced system protection and control. 
 Demonstrated knowledge of power engineering principles and theories. 
 Demonstrated ability to function independently in a multi-task environment, as well as part of a team. 
 Demonstrated knowledge of all applicable federal, state, and local laws. 
 Demonstrated knowledge of generally accepted accounting principles and mathematical skills. 
 Demonstrated proficiency with general computer operation and Microsoft Office applications. 
 Demonstrated ability to communicate effectively and efficiently with all levels within the organization. 
 Demonstrated ability to respond to changing business needs by reassessing the impact on planned and scheduled work projects and then reprioritizing projects. 
 Demonstrated ability to design economical and practical system improvements; and operating and maintenance programs.

 The Operations Reliability Engineer supports the cooperative&#8217;s mission to provide safe, reliable, and affordable electric service by analyzing system performance, improving operational practices, and implementing reliability-centered strategies. This role focuses on identifying risks to service reliability, developing preventive and predictive maintenance programs, and ensuring compliance with industry standards.

 DUTIES AND RESPONSIBILITIES:

 Monitor system performance and reliability metrics (SAIDI, SAIFI, CAIDI) and recommend strategies to improve service continuity.

 Work with Operations, Engineering, and IT to develop predictive models for asset health and reliability planning. 
 Support preventive and corrective maintenance programs for substations, distribution, and transmission assets. 
 Recommend upgrades, technology adoption, and operational changes to improve resilience and system performance. 
 Serve as a technical resource for vegetation management, protective relays, and switching operations related to reliability. 
 Assist with storm response planning, mutual aid coordination, and post-event reliability assessments.

 Support the cooperative&#8217;s safety culture by incorporating safety considerations into all reliability planning and operational practices.

 EDUCATION AND EXPERIENCE: 
 
 Bachelor&#8217;s degree in electrical engineering or a related field from an accredited institution is required. 
 2+ years of related experience is required. 
 Experience and/or training in the design, construction, and operation of electrical substations is preferred. 
 Knowledge of electric utility systems, outage management systems (OMS), SCADA, GIS, and reliability analysis tools.
