 Duties and Responsibilities: 
 &#xa0; 
 
 Develops, prepares, and implements the annual and long-range member services strategic action plans and budget consistent with the Cooperative&#39;s goals, objectives, and vision. Monitors and evaluates the progress and results of these plans, making modifications as needed. 
 
 &#xa0; 
 
 Oversees the administration of the Cooperative&#8217;s Customer Information System, and Residential and Large Power billing processes, to ensure that they operate efficiently and accurately, staying current with industry and regulatory changes. 
 
 &#xa0; 
 
 Supervises employees reporting to this position, including planning work schedules, training/coaching, evaluating performance, hiring and firing. Ensure the development of highly motivated and trained employees equipped to meet the changing demands of members.

 Plans and prepares company-wide work schedules for all functions pertaining to billing.

 Responsible for all aspects of electric service billing.

 Coordinates with NISC concerning programming changes that affect billing. Through detailed testing, ensures that bills will be accurate once changes are implemented.

 Responsible for collection of past due accounts and bad debts.

 Plans and carries out monthly collection and disconnection activities. Coordinates and performs telephone standby duty and support after hours.

 Negotiates payment arrangements, when applicable, with members concerning delinquent accounts and/or written off accounts.

 Corresponds with members concerning returned checks and transfer of bad debts.

 Writes off bad debts as approved by the Board of Directors.

 Coordinates collection of bad debts with third-party vendor.

								<description>Baton Rouge, Louisiana,  The NERC Compliance Manager is responsible for developing, executing, and continually improving 1803 Electric Cooperative&#8217;s North American Electric Reliability Corporation (NERC) and SERC Reliability Corporation (SERC) compliance program including Operations &#38; Planning (O&#38;P) and Critical Infrastructure Protection (CIP) standards. This role works cross-functionally across the organization and with leadership ensure compliance across all applicable Bulk Electric System (BES) assets and functions. 
 Key Responsibilities: 
 
 Program Development &#38; Oversight
 
 Maintain and modify as needed a comprehensive O&#38;P and CIP compliance program, including policies, procedures, internal controls, and monitoring activities. 
 Interpret new and existing NERC requirements, determine applicability, and evaluate potential impacts on 1803 operations and assets. 
 Coordinates with subject matter experts (SME) to maintain &#8220;audit-ready&#8221; documentation, evidence, asset inventories, and records in alignment with NERC and SERC expectations. 
 Monitor industry best practices and emerging regulatory trends to proactively adjust compliance strategies. 
 
 
 Compliance Monitoring &#38; Evidence Management
 
 Conduct internal audits, self-assessments, spot checks, and gap analyses to identify potential compliance risks. 
 Track and validate compliance evidence, logs, configurations, and operational data to support regulatory filings and audit readiness. 
 Recommend and track corrective and preventive actions to ensure ongoing compliance and continuous improvement. 
 
 
 Regulatory Interface &#38; Audit Support
 
 Serve as a primary point of contact for NERC and SERC on compliance matters. 
 Lead preparation and coordination for SERC audits, spot checks, self-certifications, data requests, and enforcement activities. 
 Prepare and submit compliance filings, mitigation plans, remedial action plans, event analyses, and responses to NERC/SERC findings. 
 Represent 1803 in compliance discussions, inquiries, and regulatory engagements. 
 
 
 Reporting &#38; Leadership Communication
 
 Provide regular updates to senior leadership on the status of NERC O&#38;P and CIP compliance. 
 Develop and deliver reports on compliance risks, audit results, mitigation progress, and emerging regulatory requirements. 
 Advise leadership on long-term strategic compliance considerations, resource needs, and organizational readiness. 
 
 
 Cross-Functional Collaboration
 
 Model a collaborative, team-first approach when working across the organization, ensuring that compliance responsibilities are supported collectively and not isolated within any single department. 
 Work closely with operations, engineering, legal, information technology (IT), operational technology (OT), cybersecurity, and physical security teams to ensure compliance obligations are identified, understood, implemented, and embedded into day-to-day activities. 
 Provide compliance guidance during system changes, asset additions, technology upgrades, and project development. 
 Participate in industry forums, user groups, and standards development processes, ensuring 1803&#8217;s interests are represented. 
 Help foster a culture where compliance is understood as a shared responsibility across the entire cooperative. 
 
 
 Training &#38; Awareness
 
 Develop and deliver related compliance training and awareness programs for employees, contractors, and relevant stakeholders. 
 Promote a strong culture of compliance, operational integrity, and accountability across the cooperative. 
 
 
 
 Minimum Qualifications: 
 
 Bachelor&#8217;s degree in engineering, legal, cybersecurity, information technology, business administration, risk management, or a related field. 
 3&#8211;5 years of combined experience in at least two of the following areas: 
 
 NERC O&#38;P or CIP compliance; 
 Regulatory compliance, auditing, legal, or risk management; or 
 Electric utility operations or planning involving BES assets 
 
 Familiarity with NERC tools such as the ERO Portal, Align, and the Secure Evidence Locker. 
 
 Preferred Qualifications: 
 
 Experience working within a G&#38;T cooperative or similar electric utility structure. 
 Strong understanding of the Bulk Electric System and utility operational practices. 
 Certifications in auditing, cybersecurity, project management, or compliance (e.g., CISA, CISSP, PMP). 
 Experience participating in compliance or regulatory audits, mitigation processes, or standards development.

								<description>Dillingham, Alaska,  OBJECTIVES:  To provide staking support to all divisions of Nushagak Cooperative, inspect materials, design plant and facilities, safety, and compliance of applicable codes of all owner and/or contractor built utilities services by the Cooperative and support all aspects of the cooperative&#8217;s electrical metering system. 
 RESPONSIBILITIES: 
 
 Follows safe working practices and compliance with safety rules and guidelines established by Nushagak Cooperative, Inc. Reports safety violations to Electric Operations Manager/Telecom Operations Manager. 
 Insures adherence to Rural Utility Service (RUS) specifications and National Electric Code (NEC) and National Electric Safety Code (NESC) guidelines in all phases of construction and maintenance of distribution line, and telephone and cable television plant. 
 Maintain knowledge of overhead and underground line construction and maintenance. 
 Investigate and contact members, contractors, sub dividers, regarding the construction of new services and/or the changing or upgrading of existing services. To include estimating new services and constructions costs for consumer. 
 Responsible for the gathering of field information needed to appropriately process work orders and service orders and acquire Right of Way permits, Easements, and Service Line Agreements as necessary to complete new line extensions. 
 Responsible for obtaining and maintaining the following: Right of Way, Land Use, Temporary Use, Encroachment and Wetlands agreements as well as Anadromous and Water Use permits from Federal, State of Alaska, city governments, borough governments, private landowners, and all applicable tribal entities. 
 Responsible for staking drawings, continuing plant records (CPRs) for all services, engineering drops and/or services, and line extensions used by permitting agencies and NETC crews. 
 Maintain, file, record and upgrade the following: mapping, general record keeping, plant inventory, property records, easements, permits, processing of staking sheets, continuing plant records (CPRs) and billing. 
 Responsible for working and coordinating with each division, for staking additions and upgrades, engineer jobs and utility services in accordance with construction specifications, National Electric Safety Code, State of Alaska Permit System and Cooperative Line Extension tariff policies. 
 Insures timely completion of jobs with a maximum emphasis on safety. 
 May assist in communications with Cooperative personnel to provide pertinent job information that is not found on the staking sheets, including field review with supervisors or crew leader when requested. 
 Installs, tests, maintains, and repairs all types of meters and meter bases owned and operated by the Cooperative and completes the associated documentation of all work or results. 
 Maintain and install meter communication systems and equipment. 
 Requisitions equipment and material as needed in the installation and maintenance of the Cooperative&#8217;s electrical metering. 
 Maintains an on-going field test program for accuracy of metering installations. 
 Provide technical support to Customer Service, Key Accounts, and other departments as needed in the resolution of metering related concerns and issues. 
 Utilize software associated with metering. 
 Provide cable locates. 
 Assist all crews with projects. 
 Participates with the Electric Operations Manager in planning efficient utility operation. 
 Assists the Electric Operations Manager in short-range planning and staking of small plant additions. 
 Able to work outside their regularly scheduled hours, to be available to assist after hours and on weekends for emergency and/or pre-arranged work. 
 Performs other duties as assigned by Electric Operation Manager and Telecom Operations Manager. 
 Develop and maintain a positive cooperative image. 
 PHYSICAL REQUIREMENTS: 
 
 Able to push, pull, lift and position tools, equipment and structural material weighing in excess of 100 pounds, the ability to grip and hold lines and ropes with up to 75 pounds weight on them. 
 Able to work with both arms overhead. 
 Able to work with small components. 
 Able to perform duties involving prolonged standing, sitting, crouching and/or stooping. 
 
 WORKING CONDITIONS: 
 Work will be performed inside environmentally controlled offices and outside in the field in potentially inclement weather. Work may include climbing poles, ladders and the use of a bucket truck. Must be able to work flexible hours including: scheduled on-call, weekends, holidays, before and after designated shift hours. Must be willing to travel within our rural service area. Modes of travel may include: small planes, ATV&#8217;s, boats, helicopters, and snow machines. 
 Capable of working without connection to cell phone for extended periods. 
 MINIMUM QUALIFICATIONS: 
 
 Ability to use a computer, Microsoft Office Suite and, AutoCAD. 
 Must have and maintain a valid Alaska Driver&#8217;s License and a satisfactory driving record. 
 Willing to obtain or be able to obtain Alaska Commercial Driver&#8217;s License (CDL). 
 Ability to communicate clearly and effectively with supervisor, co-workers, contractors, and members: verbally and in writing.
