								<description>Long Beach, California,  The Long Beach Day Nursery is seeking a full-time Human Resources Administrative Manager, onsite in Long Beach, CA. Represented by Talent Xpanse. 
 SUMMARY: 
 This position contributes directly to the mission of our client to provide high-quality early care and education for young children of working families by creating a stable, compliant, and supportive employment foundation for the staff who carry that mission forward every day. 
 &#xa0; 
 Under the direction of the Executive Director, the Human Resources (HR) Administrative Manager plays a vital role in advancing the organization&#8217;s mission by ensuring that the people systems supporting our work are thoughtful, compliant, and human-centered. This position is responsible for facilitating daily HR functions across the full employee lifecycle, including talent attraction, recruiting, onboarding, policy administration, compliance, employee support, employee engagement &#38; development, and HR systems management. 
 &#xa0; 
 The HR Administrative Manager serves as a trusted internal partner to leadership, supervisors, and employees, balancing regulatory responsibility with compliant care, clarity, and collaboration. Success in this role is enjoyment and striving for excellence in HR administration and process flows, such as researching and staying current on changes in HR law, policies, and best practices; implementing and maintaining compliance programs and HR policies; and performing the routine yet critical tasks required to execute human resource programs, including tracking employee records and utilizing HR software (ADP). Ownership and continuously improving HR administrative processes, the HR Administrative Manager ensures that HR systems, policies, and practices remain compliant with federal, California, and local laws while supporting organizational growth and operational stability. 
 &#xa0; 
 ESSENTIAL DUTIES INCLUDE: 
 HR Operations, Employee Support &#38; Policy Administration 
 
 Facilitate an accurate, compliant, and positive hiring cycle from candidate engagement, job offer through onboarding, and successful employee retention 
 Ensure HR policy implementation is aligned with the Employee Handbook 
 Annually facilitate updates to the Employee Handbook in collaboration with leadership 
 Provide expertise in the development and administration of employee support programs 
 Conduct workplace investigations in adherence to applicable laws and regulations 
 Maintain responsibility for the Injury and Illness Prevention Program (IIPP), Workplace Violence Prevention Policy (WVVP), and other such programs 
 Maintain and develop policies related to employment practices 
 Communicate effectively with employees regarding HR policies, procedures, and processes 
 Manage administration of required employment postings (e.g., labor law posters) 
 Serve as a primary point of contact for employees regarding HR processes, policies, and administrative support 
 
 &#xa0; 
 Leaves of Absence &#38; Workplace Accommodations Administration 
 
 Manage all aspects of leave of absence administration, including compliance, communication, documentation, and coordination of leave dates with employees and supervisors 
 Maintain current knowledge of rules and regulations governing all types of employee leaves 
 Assist employees with questions and concerns related to leaves of absence, providing consistent and compliant guidance in complex situations 
 Lead effective, respectful conversations regarding workplace accommodations and collaborate with leadership to identify appropriate, compliant solutions

 Employment Records, Compliance &#38; HR Systems 
 
 Oversee employee file maintenance and document retention manually and digitally as needed 
 Document and standardize HR processes tied to compliance programs 
 Ensure compliance with I9 and work authorization documentation 
 Review unemployment claims, SDI and EDD paperwork 
 Respond to employment verification and document requests 
 Respond to requests for regulatory agencies in collaboration with leadership team 
 Utilize ADP WorkforceNow to support accurate HR data management and reporting

 Partnership, Scale Readiness 
 
 Maintain strong internal partnerships with leadership and staff, resulting in timely, compliant, and supportive HR guidance 
 Inherit current HR function and successfully manage, operate, and administer all aspects of HR function in a hands-on contributor capacity with high autonomy 
 Effectively use HR systems to reduce manual work and improve data accuracy 
 Maintain HR processes that are positioned to support organizational growth, mitigating risk and or administrative strain 
 Identify and implement approved process improvements that enhance efficiency and employee experience 
 Support, audit-ready HR administrative and compliance processes

 Detail-oriented and disciplined in execution, with a proven ability to manage complexity across the organization with decrement, prioritization, accuracy, and consistency 
 Demonstrates strategic HR acumen with a future-forward perspective, maintaining awareness of organizational needs and ensuring HR function is growth-ready, positioned to support scale, compliance, and operational continuity as the organization evolves

 Performs other duties as needed to meet the evolving needs of the business 
 &#xa0; 
 Compensation:&#xa0; The estimated annual salary is estimated at $85,000 - $100,000 per year, representing the low and high ends of the range. The actual starting rate of pay may vary based on factors that include, but are not limited to, the position offered, work experience, education, training, and commensurate experience.

 BS/BA in Human Resources, Business Administration, or a related field; or equivalent combination of education and relevant experience 
 5+ relevant experience in a similar Human Resources position 
 Working knowledge of human resources processes and best practices 
 HR database administration-ADP WorkforceNow experience preferred 
 Experience with Microsoft Word, Excel, and Outlook 
 Ability to maintain confidentiality and company policies 
 Effective verbal and written communication skills 
 Experience working onsite with employees to answer questions 
 Previous experience working in a small department preferred

 Desirable Qualifications 
 
 Professional HR designation/certifications (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) or related &#xa0; Bilingual (Spanish) proficiency is valued, not required 
 
 &#xa0; 
 LANGUAGE SKILLS : Ability to read and interpret documents such as HR policies, employee handbook and manuals. Ability to write clear and detailed reports and correspondence. Ability to speak effectively with employees and vendors about company and its needs. 
 &#xa0; 
 REASONING ABILITY : Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to constructively analyze a situation at hand and use solid judgment and reasoning to determine the best solution for all involved.
