								<description>Lincoln, Nebraska,  The  Director of the Office of Economic Assistance  (OEA) provides executive leadership and strategic oversight for statewide public assistance programs administered by the Nebraska Department of Health and Human Services (DHHS). The Director is responsible for ensuring the effective administration of programs that support economic stability, food security, employment readiness, and financial well-being for Nebraskans. This role leads policy development, program administration, operational strategy, and stakeholder engagement for major state and federally funded assistance programs that help individuals and families achieve long-term self-sufficiency and economic mobility. Programs administered through OEA provide critical medical, nutritional, employment, and financial support services to families, children, older adults, low-income individuals, and individuals with disabilities across Nebraska. The Director collaborates with DHHS leadership, federal and state partners, legislators, and community stakeholders to ensure programs are delivered efficiently, in compliance with federal and state requirements, and aligned with the agency&#8217;s mission of helping people live better lives. 
 Salary:    The starting annual salary for this position is $160,000. Final compensation will be commensurate with education and experience, if approved. 
 Essential Functions:  
 
 
 Direct statewide administration of public assistance programs, ensuring effective service delivery and compliance with federal and state laws, regulations, and policies. 
 
 
 Establish strategic priorities and operational goals for the Office of Economic Assistance and lead large-scale cross-system initiatives that improve efficiency, strengthen program alignment, and enhance customer service. 
 
 
 Provide executive oversight of multiple federally funded assistance programs and funding streams, ensuring program integrity and alignment with federal requirements and state priorities. 
 
 
 Lead policy development and legislative strategy, including evaluating proposed legislation and implementing statutory or regulatory changes impacting public assistance programs. 
 
 
 Represent DHHS in engagement with federal partners, legislators, advocacy organizations, and community stakeholders to support coordinated service delivery and economic stability initiatives. 
 
 
 Direct program integrity and compliance activities, ensuring accurate eligibility determinations and reducing fraud, waste, and abuse through strong oversight and accountability. 
 
 Minimum Qualifications: 
 
 
 Bachelor&#8217;s degree in Public Administration, Social Work, Human Services, Public Policy, Business Administration, or a related field. 
 
 
 Significant leadership experience in public assistance programs, social services administration, human services policy, or related areas. 
 
 
 Demonstrated experience managing complex programs funded by federal and state resources. 
 
 
 Preferred Qualifications: 
 
 
 Master&#8217;s degree in Public Administration, Social Work, Public Policy, or a related field. 
 
 
 Executive leadership experience within a large human services organization. 
 
 
 Experience overseeing federally funded programs such as SNAP, TANF, or similar economic assistance initiatives. 
 
 
 Experience working with legislative bodies, community organizations, and multi-agency initiatives.</description>

The Director of Benefit Programs leads and oversees the administration of essential public services and programs in Virginia in support of VDSS&#8217; mission, priorities, and commitment to the Commonwealth. Serving as a key advisor to the executive team, the Director advances the vision and long-term direction of the Benefit Programs division and oversees its legislative, budgetary, operational, and workforce functions to ensure compliance, performance excellence, culture leadership, and the effective stewardship of resources. The Director leads a team of professionals responsible for critical public assistance and workforce programs including the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Medicaid Assistance (MA), Energy Assistance Programs (EAP), Child Care Subsidy Program (CCSP) and workforce development programs including Virginia Initiative for Education and Work (VIEW) and SNAP Employment and Training (SNAP E&#38;T). The Director oversees all service delivery models, including eligibility determination, case management, workforce services, and customer support channels, and leads efforts to modernize systems, streamline processes, and improve the customer experience across programs. The Director ensures the systematic application of program policy, performance standards, and internal controls to promote consistency, accountability, and program integrity statewide. The Director also aligns policies with agency priorities and state and federal requirements while identifying, testing, and implementing innovative strategies to advance economic mobility and strengthen the economic security of low-income Virginians. The Director builds and maintains strategic partnerships with federal agencies (including the U.S. Department of Agriculture and the U.S. Department of Health and Human Services), state leadership, local departments of social services, community action agencies and other community-based organizations, workforce services partners, and cross-functional staff within VDSS. The Director ensures effective coordination and alignment of all statewide benefit programs and leads the development and execution of major policy initiatives, regulatory updates, legislative proposals and strategic program enhancements, while working with internal and external stakeholders to anticipate emerging issues, ensure cohesive messaging, and guide high-profile initiatives that are critical in helping Virginians achieve and maintain independence. Minimum Qualifications 
 
 Human services program administration including public policy development, legislative processes, regulatory interpretation, and monitoring of federal guidance and directives 
 Experience in leading crisis and change management, and building high-performing teams to deliver results 
 Experience analyzing complex human services challenges, conducting deep-dive analysis, and proposing executive-level action plans 
 Experience developing robust strategies and directing multi-dimensional operations including budget, technology and workforce solutions 
 Advanced knowledge of areas related to economic mobility, economic security, food security, workforce services and human services transformation 
 Demonstrated ability to establish and maintain effective working relationships with internal and external stakeholders such as state, federal, and local agencies, public officials, and community groups

 This position is responsible for providing strategic leadership, oversight, and coordination of all boards and committees in, but not of, DCF. This position reports directly to the Chief of Staff. Responsibilities include but are not limited to the following:

 Serve as the principal liaison between the Department and all boards, commissions, and committees affiliated with the Department, ensuring alignment with departmental priorities and statutory mandates. 
 Provide strategic oversight of board operations, member appointments, compliance requirements, and coordination of cross-board initiatives to advance child welfare outcomes across New Jersey. 
 Direct and coordinate all board-related operations, including appointments, onboarding, compliance, communications, and administrative support. 
 Establish and implement standardized policies, procedures, and governance frameworks to ensure consistency, transparency, and accountability across all boards. 
 Provide strategic guidance to board chairs and members to strengthen effectiveness, engagement, and adherence to ethical and legal standards. 
 Ensure compliance with all applicable laws, regulations, and policies governing public boards and commissions. 
 Identify opportunities for innovation and continuous improvement in board governance, stakeholder engagement, and service delivery. 
 Prepare and submit comprehensive reports on board activities, recommendations, and outcomes to the Chief of Staff, Commissioner, and external stakeholders as required. 
 Supervise DCF staff assigned to support individual boards and committees.

 QUALIFICATIONS

 EDUCATION:&#xa0;  Bachelor&#39;s degree from an accredited college or university. A master&#8217;s degree in Law, Public Administration, Social Work, Political Science, or a related field is preferred.

 EXPERIENCE:&#xa0;  Seven (7) years of progressive leadership experience in government, nonprofit management, or related field. Two (2) of the years of experience must involve supervisory or managerial responsibilities.&#xa0;
